the entire chart is not timed correctly, which causes a lot of problems with your charting, including you having to make pretty much all your notes be on crazy snaps to be even somewhat on time. there are a lot of cool ideas in here, especially with the effects and i can tell a lot of hard work has been put into it as well, but in its current state i believe it would take too much modding to get to a purifiable state without completely overhauling the chart.
